HTA Consulting Group provides comprehensive construction management consulting services that provide the best results for your project. Our experts possess decades of engineering and construction experience and apply this knowledge to the everyday challenges that owners, contractors, engineers, and architects face throughout the construction process. Depending on your specific project needs and requirements, HTA Consulting Group provides the following construction consulting services:
Construction Management
We offer a full range of alternative delivery methods and pricing options tailored to fit client and project needs, including construction management-at-risk, construction management-as-agent, and flexible pricing approaches. We tailor every team to fit your specific project needs. Parallel to our program management expertise is our mission to serve as your advocate in achieving specific project goals in providing complete or select construction management services.

Scheduling
We specialize in Construction and CPM (Critical Path Method) Scheduling. We are proficient with Primavera SureTrak, P3, P3e/c, P6, P8, and Microsoft Project.
HTA Consulting Group will effectively manage and execute all your company’s construction scheduling needs in a time-efficient manner. Our consultants will help plan out the entire project from inception to closure to ensure fitness to budget and anticipate critical issues beforehand.
We are experts in developing, evaluating, and maintaining design and construction schedules. Primarily using Oracle’s Primavera Portfolio Management® (P6) for planning capital projects, we develop schedules during the design phase for developing an initial schedule and project duration and for planning critical project activities. During construction, we create schedules for monitoring construction activities, analyze changed conditions and delays, and evaluate their impact on project completion. Post construction, we utilise schedules to facilitate project closeout and analyze claims, if necessary.
Cost Estimating
HTA Consulting Group provides the full spectrum of cost estimating services from pre-design through bid document stages. Our estimating staff has extensive on-site experience and a thorough knowledge of job conditions, labor productivity, and operations. Our success in providing detailed and professional estimates is the result of our comprehensive database of material and labor pricing combined with our familiarity of various market conditions.
Our Project Managers and Estimators are key members of the Design Team, advising on cost issues from first discussions through completion of the estimate.
HTA Consulting Group performs detailed cost estimate reviews at various stages of the design process. When preparing an estimate, HTA Consulting Group develops strategies that maximize bid benefits through bid alternatives. We also review and evaluate capital and operating cost-saving measures, using our extensive knowledge and experience to provide additional benefits to the owner.
Change Order Management
Changes can impact a project in many different ways. In a majority of cases, the change in the work is handled by a change order in which the parties agree to the scope of work, as well as the cost of the work or pricing to be used. In this way, the change is incorporated into the overall contract and the contractor is compensated. Resolving change order situations early minimizes your costs and avoids contractor and project schedule disruptions. HTA Consulting Group has extensive experience developing and managing the change order process for owners, contractors, and subcontractors on multimillion-dollar projects and includes labor rate compliance, change order metrics, and contract entitlement.
Our Change Order Management Consulting includes:
- Turnkey Project / Design Build / EPC
- Construction Management
- Energy Management System (EMS)
- Cost and Budgeting Management
- Co-ordinate with Architectural firms on Light Design and Specify luminaries
- Electrical Services: LED Light and Light Control

We provide general advice and counsel from assisting with contractor selection to updating on project status. We protect the client’s interests by reviewing and verifying contractor applications for payment along with any claims that may arise.
Once a contract has been negotiated and executed between an owner and contractor, HTA Consulting Group can provide administrative services to ensure that the construction work being performed complies with the contract documents.
Our services during this construction phase include:

- Communicating with the owner as to project status, scope, and schedule
- Interpreting the documents and issuing any necessary clarification or modifications
- Reviewing submittals, shop drawings, samples, mock-ups, schedules and punch lists to conform with the intent of the design documents
- Reviewing and approving payment requests and change orders

Constructability Review
HTA Consulting Group offers services to assess the accuracy and completeness of construction plans and specifications and to validate schedules and budgets. Our constructability review looks for document inconsistencies and completeness, potential liability, coordination issues, and missed details, among others. It also identifies and eliminates ambiguities and contract language that contribute to unnecessary construction change orders, disputes, and adversarial relationships between the contractor, owner, designer, and project stakeholders.

We tailor the specific delivery system, project approach and pricing structure to fit client and project needs, for successful project solutions and outcomes.
What is included
Construction Claims
When construction disputes or delays occur, the parties involved recognize that a great deal is at stake. Identifying competent construction experts to resolve those disputes makes a significant difference in your outcome. Our experts have a wealth of experience in identifying, analyzing, preparing, and presenting claims and disputes on construction and engineering projects.
HTA Consulting Group’s distinct edge over other construction claims experts is a result of our expertise and experience in managing more than $90 billion in actual construction projects and programs. Our hands-on experience on real-life projects has consistently proven invaluable to clients who ask us for expert advice or when providing after-the-fact analyses of disputes and claims.
Claims Management and Prevention
Proactive claims management begins during pre-construction and continues until a project is successfully completed. Our pre-construction analysis includes a detailed review of contract documents (including User Specification Requirements, URS, and Functional Specifications, FS), contract schedule, change orders and directives, requests for information, and pertinent correspondence.
When analyzing contract requirements, our team identifies key issues and determines the most appropriate explanation in alignment with such requirements. Additionally, we recommend pre-project risk assessments, a thorough buildability review of the contract documents and requirements to identify obstacles before a project is actually built and to reduce or prevent errors, delays, and cost overruns. The buildability review will also include value engineering, and rigorous construction management processes such as a prescribed claim resolution methodology to minimize the chance of major claims.
HTA Consulting Group’s approach to claims management and prevention helps in avoiding, mitigating, and resolving construction claims. Our effectiveness is based on various factors, including extensive experience in project management; real-world understanding from construction projects in multiple industries; specific knowledge of the design/construction process; particular attention to detail; and outstanding professional care and due diligence in providing services.
Expert Claims Analysis
Engineering and construction disputes often center on complex technical issues, schedule and program delays, economic damages, schedule delays, and contract interpretation. HTA Consulting Group employs the Critical Path Method (CPM) technique, in concert with a forensic review of project documentation and other relevant data, to assess and apportion the effects of delays and other impacts on the project schedule.
HTA Consulting Group engages a standard work plan for providing engineering and construction claims analysis and expert testimony based on a phased approach. We focus on work already performed by the client, the available project documentation, the elements in dispute, and the timing of required work products defined by the arbitration and litigation schedule.
